Russian President Vladimir Putin arrived in the United Arab Emirates on Wednesday for a brief visit to the Gulf.
Judge Mohamed Zulqarnain said Mr Khan and his former foreign minister must stand trial for revealing a state secret at a public rally.
The Russian President signed the decree with immediate effect on Friday.
“Russia will also assist in opening new African embassies and consulates in Russia,” he said.
The latest move came after he was only released from solitary confinement on Friday.
Angered by the visit, Mr Putin said in his speech that Russia will suspend New START, further cutting ties with the West.
NATO promised more arms and equipment for Ukraine to help restore power supplies cut by Russian strikes.
