Senate president Ahmed Lawan carried on with the amendment at the behest of President Buhari despite a restraining order.
The Senate has passed two bills to establish federal universities in the Federal Capital Territory and Rivers State.
Meanwhile, the senators also rejected two bills, one aimed at overriding presidential veto in constitution alteration.

In addition to the existing ones, the new campuses bring the total number of law schools to 13, excluding that of the FCT.
On December 14, 2021, President Muhammadu Buhari wrote to the Senate, seeking the confirmation of the nominees.
In the earlier approval, the Senate had amended the bill adopting direct primaries for political parties.
Activists and Civil Society Organisations enjoined the National Assembly to enforce their veto to ensure the passage of the Electoral Amendment Bill rejected by Mr Buhari.
The president says monitoring and securing the country’s 8,809 wards during primaries would overstretch the security agencies.
This becomes the second time Mr Buhari is refusing to assent electoral amendment bill, following the first incident before the 2019 elections.
