The suspect is expected to appear before the Atteridgeville Magistrate’s Court on Monday.
Until this new role, Mr Chukkol was the director of operations of the commission.
The policemen reportedly pulled the victim from a barbershop, pushed him into their police van, and took turns in beating him.
“When you look at their faces, you realise that you are dealing with kids. You have heard the story that they are young, but when you see them, you realise that is a disaster.”
Olusola Solarin was killed on December 12, 2021, raising the death tally of Nigerians in South Africa to more than 127 since 2019.
