The 2020 Olympics have been rescheduled for July 23 to August 8.
Organisers also said they would decide on the maximum capacity for spectators in general in April.
Japanese Prime Minister told the summit meeting that he was resolved to hold the Games.
“I thought how hard it must be for him, and I couldn’t stop crying,” said Mr. Kawabuchi.
The U.S. brings the largest contingent of athletes to any Olympics and also provides the IOC with its most lucrative television deal.
About 80 percent of people in Japan do not want the Games to be held this summer.
“They are young and healthy footballers in the very last group,” Mr. Meyer said.
