Mr Zubairu said intelligence reviewed that the armed gang had been ambushing travellers.
Mr Alia called on security agencies to improve their surveillance.
The commissioner said 30 bodies were recovered after the attack, adding that more bodies were still being recovered in the bushes.
The 99 suspects are all youths from Ukum.
He also commended the security agencies’ prompt response to the situation.
He said NEMA equally sent a truck of cement and planks to construct toilets across the camps.
