Mr Guterres stressed that UNRWA is the principal means by which essential assistance is supplied to Palestine refugees in the occupied Palestinian territory.
Only UNRWA can deliver humanitarian aid at the scale and pace needed, Mr Starmer said.
UNRWA had since 1949 provided vital assistance to millions of Palestinian refugees.
“What’s happening in Gaza is totally unacceptable,” Mr Guterres wrote on X. “These dramatic violations of international humanitarian law need to stop now.”
Israel launched its ongoing military offensive in the Gaza Strip after Hamas’ October 7, which killed 1,200 people and included brutal massacres of civilians.
The flight, which departed from the southern city of Brindisi, landed in the Jordan capital of Amman.
Mr Guterres said he strongly encourages the Government of Israel and the Hamas leadership to reach an agreement,
The October 7 attack by Hamas left some 1,200 people dead in Israel.
The Israeli allegations led a number of Western countries to suspend funding to UNRWA.
