He attributed the low turnout to a combination of factors, including the timing of the election and limited party participation.
He disclosed that 27 positions were contested for in each of the local government areas.
He commended the electorate for having confidence in the existing executives and giving it a new mandate.
Mr Ishaku polled a total of 18,466 votes.
