He said the operation was conducted on Tuesday at about 9:00 a.m.
The governor said the deceased lived a good life and died in defending his subjects.
Police said investigations are also ongoing to establish the full circumstances surrounding the incident.
Mr Afeni said the command would remain resolute in its fight against smuggling.
He urged the promoted officers to see their new ranks as increased responsibility and a renewed call to service.
Mr Hamzat said the increased allocation should be channelled into projects that would have a direct and lasting impact on residents.
The army stated, “One of the rescued victims sustained a gunshot wound during the incident and was evacuated to a hospital in Tsafe for medical attention.”
