Marcus Ogunbiyi, the permanent secretary of the Ministry of Housing and Urban Development, signed a Performance Management System with directors to deliver affordable housing to Nigerians.

At the signing ceremony, Mr Ogunbiyi said institutionalising the PMS in the ministry aligned with the presidential mandate and directive from the Office of the Head of the Civil Service of the Federation.

The federal government had, in 2023, introduced a new evaluation system called PMS, replacing the Annual Performance Evaluation Report (APER), to assess civil servants’ performances.

Mr Ogunbiyi said the initiatives were not mere constructions from bricks and mortar, but they represent a commitment to improving the quality of life for every Nigerian, ensuring access to affordable housing and essential amenities.

He said that the ministry’s projects developed into key performance indicators and targets would now form the basis of worker’s appraisal.

Mr Ogunbiyi called on the directors to play a pivotal role in driving forward the federal civil service reform agenda and the government’s priorities.
