The Vatican has appointed Bishop Matthew Hassan Kukah of Sokoto Diocese to the Dicastery for Integral Human Development.

The influential body promotes Catholic social teaching, focusing on environmental protection, human rights, migration, economic justice and broader ethical concerns affecting vulnerable communities worldwide.

The decision was conveyed on Tuesday in a formal letter from Pope Leo XIV. The letter, issued through the Secretariat of State, was signed by Cardinal Pietro Parolin, underscoring the importance of the appointment within the Church’s global governance structure.

Mr Kukah will serve a five-year term, contributing to policy direction, advisory deliberations and strategic engagement on global humanitarian and development challenges.

He joins cardinals, archbishops and bishops drawn from different continents, reflecting the Catholic Church’s commitment to diversity and universal representation in addressing global issues.

Members include Cardinal Robert Walter McElroy, Archbishop of Washington, known for advocacy on social justice and pastoral inclusion within contemporary Catholic discourse.

Also appointed is Cardinal Matteo Zuppi of Bologna, widely recognised for peacebuilding efforts and mediation roles in conflict-affected regions across Europe and beyond.

Other members are Cardinal Konrad Krajewski, the papal almoner noted for charitable outreach, and Archbishop Fulgence Muteba Mugalu of Lubumbashi, Democratic Republic of Congo.

Mr Kukah was first appointed to the Council in 2022 following its reconstitution by Pope Francis. His reappointment signals sustained confidence in his contributions to interfaith dialogue, governance, and advocacy on justice, peace and ethical leadership in public life.

The Dicastery plays a central role in shaping the Church’s response to pressing global concerns, including climate change, forced migration and widening economic inequality. It also engages governments, international organisations and civil society actors in advancing human dignity, solidarity and sustainable development principles rooted in Catholic teaching.

Before this, Mr Kukah served on the Pontifical Council for Interreligious Dialogue, appointed in 1996 by Pope John Paul II. He was reappointed in 2005 by Pope Benedict XVI, serving for a decade and contributing to global interfaith engagement initiatives.

During that period, he participated in high-level dialogues aimed at strengthening relations between the Catholic Church and other religious traditions worldwide.

He was also part of a Vatican delegation to Qatar when diplomatic relations were formally established between both states in 2005. In 2018, Pope Francis appointed him to the advisory board of KAICIID, where he served until 2025.

Through that role, Mr Kukah contributed to initiatives promoting peaceful coexistence, religious tolerance and dialogue among diverse faith communities across different regions.

The council also announced the appointment of Emmanuel Okechukwu to serve alongside priests, religious and lay experts within the Dicastery’s broad operational framework.

These members are expected to bring multidisciplinary expertise, enriching discussions and strengthening the church’s engagement with complex global development and ethical issues.
