Congo’s M23 rebels announce movement restrictions over Ebola concerns

The Alliance Fleuve Congo (AFC) and March 23 Movement (M23) in the Democratic Republic of the Congo have announced new restrictions on movement to and from Ebola-affected areas.
The AFC/M23 rebels, who have highlighted their efforts to contain the spread of Ebola in territories under their control, said access along the Goma-Kirumba road would be suspended for one month from Saturday.
However, taxi buses would continue operating on the Goma-Kirumba route, subject to health and safety controls, while trucks transporting goods would also be allowed to operate.
The new measure followed confirmation that two travellers from the government-held town of Lubero tested positive for Ebola in a village under M23 control, according to a member of the response team established by the rebel authorities.
The development underscores the complexity of responding to the Ebola outbreak, which health officials described as the fastest-spreading on record, amid continued hostilities between the Congolese government and the Rwanda-backed rebel group.
