The Nigeria Customs Service says it has introduced a new operational framework to standardise cargo examination, reduce clearance delays and strengthen coordination among agencies in trade operations in the Edo/Delta area command.

The framework, known as the standard operating procedure for coordinated cargo examination and trade facilitation, is also designed to eliminate duplication of responsibilities, improve compliance with customs laws and safeguard government revenue.

The command’s controller, Dominic Ortsen, disclosed this at the document’s launch at the command’s headquarters in Warri, Delta.

In a statement on Tuesday in Benin, Mr Ortsen described the initiative as an institutional reform aimed at establishing clear, uniform and coordinated procedures for cargo examination.

The acting controller said the SOP was developed following operational assessments and consultations with officers and stakeholders across the command, which identified existing challenges and opportunities for improving service delivery.

According to him, effective customs administration requires clearly defined procedures, institutional accountability and seamless coordination among relevant stakeholders.

He restated that the document was not intended to impose additional burdens on businesses or undermine the statutory responsibilities of other government agencies. The acting controller urged officers to familiarise themselves with the SOP’s provisions and ensure consistent implementation.

He encouraged stakeholders to study the guidelines and use established engagement platforms to communicate operational concerns.

Mr Ortsen assured stakeholders that the command would monitor implementation, assess operational performance and undertake necessary reviews in line with applicable laws, regulations and directives from Customs Headquarters.

The acting controller solicited stronger stakeholder collaboration to promote compliance, protect national revenue and improve the efficiency of trade operations.

The statement said the launch brought together relevant stakeholders and customs officers to discuss improved cargo examination procedures and more effective trade operations.
