FBI captures most wanted fraudster who stole $1.2 billion in Philippines

The U.S. Federal Bureau of Investigation (FBI) has captured Herbert Leon Kimble, a 60-year-old man declared wanted for his involvement in a large-scale healthcare fraud conspiracy that resulted in losses of $1.2 billion.
The U.S. Department of Justice, in a statement on Friday, announced that Mr Kimble, one of the newly declared most wanted fraudsters, was captured in the Philippines.
“Fleeing the United States does not mean you can flee justice,” said Acting Attorney General Todd Blanche. “Instead of facing accountability for his $1.2 billion Medicare fraud crimes in the United States, Kimble fled to the Philippines hoping to escape justice. That plan failed.”
Mr Blanche said, “Under President Trump’s leadership, this FBI has now apprehended two fraudsters from its recently unveiled Most Wanted Fraudster list in just two weeks, with more to come.”
Kash Patel, FBI Director, in a post on X on Saturday, said Mr Kimble was captured just over two weeks after he was declared wanted.
“This is the second Most Wanted Fraudster arrested on the FBI’s list led by Vice President Vance and the White House Task Force to Eliminate Fraud,” Mr Patel said. “Herbert Leon Kimble was apprehended in the Philippines and is now back in the United States, having been on the run since 2024 after he allegedly orchestrated a $1.2 billion healthcare fraud conspiracy that targeted the Medicare system — particularly elderly victims — from 2014 to 2019.”
Two weeks ago, the FBI offered a reward of up to $150,000 for information leading to the arrest and conviction of Mr Kimble.
Mr Kimble is on the Most Wanted Fraudsters List and is wanted for his alleged involvement in a large-scale healthcare fraud conspiracy that resulted in more than $1.2 billion in Medicare charges and affected thousands of Medicare beneficiaries, many of whom were elderly victims.
