Gov. Radda elevates Katsina district, village heads to higher grades

Katsina State Governor Dikko Radda has approved the promotion of district heads to grade level 16 and village heads to grade level 10 under the Emirate Law.
The governor announced this on Tuesday during the flag-off of the new grading structure approved by the state House of Assembly in August 2025.
Mr Radda described the reform as a major step towards strengthening traditional institutions and improving the welfare of local leaders across the state.
He commended the Local Government Service Commission and other stakeholders for their roles in ensuring the successful implementation of the policy.
The governor also lauded traditional rulers for their cooperation, noting their contributions to peace, stability and grassroots development.
Mr Radda called for sustained unity and collaboration among stakeholders to address societal challenges and consolidate development gains.
He expressed satisfaction with the improving security situation in the state, attributing it to joint efforts by the government, security agencies and community leaders.
Earlier, the special adviser on emirate affairs, Usman Abba-Jaye, said the initiative reflected the administration’s commitment to fulfilling campaign promises on improving the welfare of traditional rulers.
He disclosed that about 8,000 ward heads were already benefiting from enhanced allowances, while additional welfare packages, including Sallah incentives, had been approved.
Also speaking, the chairman of the Local Government Service Commission, Usman Mamman-Maska, said due process was followed in implementing the reform with the collaboration of relevant ministries and agencies.
In a goodwill message, Nuhu Aminu-Abdulkadir (Kauran Katsina) described the policy as timely and impactful, commending the governor’s inclusive leadership style.
