ICPC’s PFIPC probe report submitted to Tinubu shows Adeyemi floated two other fake agencies

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) says the appointment letter presented by the embattled director-general of the Presidential Foreign Intervention Promotion Council (PFIPC), Adeniyi Adeyemi, did not originate from the presidency.
Recall that Mr Adeyemi accused Femi Gbajabiamila, the chief of staff to President Bola Tinubu, of collecting a N400 million bribe from him.
The ICPC chairman, Musa Aliyu, on Thursday, during a press conference in Abuja, disclosed that he submitted an interim report on the commission’s findings, following a 30-day ultimatum given to the anti-corruption agency by the president.
“Recall that the President on 7th July, 2026 gave ICPC 30 days to investigate the fake Presidential Foreign Investment Promotion Council, and today is exactly 30 days. I have just submitted the interim report and briefed Mr President accordingly,” Mr Aliyu stated.
The ICPC Chairman stated that its findings established that Mr Adeyemi was never appointed by the federal government or any affiliated agency.
Mr Aliyu said the appointment letter, gazette and other documents presented by Mr Adeyemi were forged to create the fictitious agency.
The chairman said the commission discovered that Mr Adeyemi exploited weaknesses in government verification and oversight processes.
He said, “Our interim report found that there are weaknesses in verification, inter-agency oversight and government processes. We discovered that those weaknesses were exploited by Adeniyi, with some level of negligence.”
“Our investigation found that no Federal Government funds were approved or disbursed to the fake PFIPC/PEAC.”
The anti-corruption agency said it discovered that Mr Adeyemi falsely created two additional agencies: the FCT Investment Promotion Agency (FIFA) and the Foreign Investment Promotion Agency and Public Private Partnership (PIPA-PPP).
Mr Aliyu said Mr Adeyemi “used forged legislative instruments styled as enabling acts to support opening of bank accounts.”
The ICPC chairman said the interim report recommended Mr Adeyemi’s prosecution and administrative sanctions for public officials whose acts of omission made the creation of the fake agency possible.
“Our recommendation is that Mr Adeniyi Adeyemi should be prosecuted. Administrative sanctions should also be imposed on public officers whose acts of omission and negligence facilitated the illegal operation of PFIPC/PEAC,” Mr Aliyu said.
“There is also a need for institutional reforms so that the internal controls of MDAs can be strengthened to prevent this kind of illegal activity,” he added.
He explained that the commission’s investigation would continue to discover more facts and collaborators.
“We have continued with the investigation of the activities of Mr Adeniyi Adeyemi and his collaborators so that we can unravel more facts and file criminal charges that can stand the test of time before a court of competent jurisdiction,” he added.
The Peoples Gazette had earlier reported that Mr Adeyemi alleged Mr Gbajabiamila collected a N400 million bribe and demanded an extra N200 million to establish the controversial PFIPC.
