Nigeria’s ambassador to Germany, Ita Enang, has stressed that Senate confirmation of executive nominees must remain constitutional, objective and free from ceremonial considerations.

Mr Enang spoke on Monday in Abuja while reviewing ‘The Nigerian Legislature: Understanding its Impact on Democratic Governance and National Development’, authored by Ezrel Tabiowo.

He described the publication as a landmark scholarly contribution, offering an extensive examination of Nigeria’s legislative evolution, constitutional responsibilities and democratic development.

According to him, the book provides valuable insight into the National Assembly’s contributions toward strengthening democratic governance and promoting national development.

Mr Enang said the publication chronicles how constitutional responsibilities were discharged by former presiding officers during the Fourth, Fifth and Sixth National Assemblies.

He said the author carefully examined legislative scrutiny of executive nominations for ministerial, ambassadorial, constitutional and other strategic public appointments.

“Senate confirmation is a constitutional duty requiring diligence, objectivity and independent judgement rather than a ceremonial exercise,” Mr Enang said.

He noted that the publication examined the relationship between the legislature and the media, and the media’s influence on public perception of parliamentary activities.

According to him, the book explains legislative decisions that drew public criticism, providing context that deepens citizens’ understanding of parliamentary procedures and institutional responsibilities.

Mr Enang added that the publication acknowledged the National Assembly for providing the institutional environment that enabled the author to document significant legislative developments.

He described the book as the product of extensive research, combining constitutional analysis, statutory interpretation and comparative legislative studies. He said the publication also reflected the author’s practical experience as a parliamentary correspondent and media adviser within the National Assembly.

The director-general of the National Institute for Legislative and Democratic Studies, Abubakar Sulaiman, described the publication as a significant addition to legislative scholarship.

Mr Sulaiman recommended the book to all students and departments of the institute. According to him, the publication will strengthen the knowledge and professional capacity of personnel working within legislative institutions.
