The EFCC chairman disclosed that part of the recovered funds had been channelled into key national programmes
The prosecution said the funds were meant for the execution of some projects and security of the state.
Mr Ahmed allegedly committed the crime between 2015 and 2019 in Ilorin during his time as the Kwara governor.
Kwara Commissioner for Works, Rotimi Iliasu, said a stone base of 2cm was used to construct the bridge instead of 10cm.
This is the second time the former governor will be invited by the commission since he left office in 2019.
The commission of inquiry examined the sales, disposal and unlawful use of public property between May 29, 1999, and May 29, 2019.
Abdulfatah Ahmed, 56, led Kwara between 2011 and 2019.
