Governor Aminu Tambuwal has sworn in Abubakar Mohammed as the new head of service.
The motorcyclists were arrested while conducting business during the state’s monthly sanitation exercise.
The inmates with minor offences were pardoned under the Prerogative of Mercy.

Messrs Maigari and Mohammed are students of Government College, Gashua.
The spokesman said the suspects confessed to the crime during interrogation.
The suspects had attacked one Mohammed Usman and his wife, with several matchet cuts inflicted on their heads and bodies.
The defendants are facing four count charges of conspiracy, belonging to an unlawful society, wilful damage to property and breach of peace.
Fourty-three persons among those arrested were released after complying with the directive to build toilets in their facilities.
The offenders were arrested across the state’s 13 LGAs for transacting their private businesses during the sanitation exercise.
