The police spokesman said a preliminary investigation revealed that the victims were unlawfully taken from Maiduguri by one Aliga Suleiman.
The spokesperson explained that the police have also considered that every citizen has the constitutional right to peaceful protest.
Mr Nguroje said the suspects were arrested on August 17 by the intelligence department of the command in Kojoli, Jada LGA.
The items included maize, rice, beans, corn, generators, wrappers, mattresses and plastic buckets.
The suspect was arrested on November 8 by the police while on surveillance patrol at the first bank ATM stand along Bank Road in Yola North Local Government Area.
