Mr Leye said the accident occurred at about 3:45 p.m. on Friday.
Ms Ogungbemi said that 2,970 of the unclaimed 4,312 licences had already expired.
The FRSC spokesperson said five of the passengers died in the accident, one was injured, and three were rescued unhurt.
Ms Ogungbemi stated that the new commander, who hailed from Akwa Ibom, joined the services of FRSC in 1996 and attended the University of Uyo.
Mr Benamaisia said the accident involved a private Sharon Nissan vehicle with number plate WWD574 AE lost control due to excessive speed.
He said the command had handed over to the police three cell phones recovered from the scene of the accident.
Road safety authorities said the head-on collision, which happened on Saturday at about 9:44 p.m., was due to brake failure of one of the vehicles.
He said that two persons lost their lives when the accident happened and their relatives took their remains away at the accident scene.
