The grieving father claimed that his twins were in good health before visiting the health centre on Christmas Eve.
The defendant, whose address is unknown, is facing a three-count charge of assault, attempt to kill and malicious damage.
He said the task force was set to clamp down on street traders and support sister agencies in enforcing the total ban on highway trading.
