He hails from Lagos State and was the CP in charge of INEC headquarters in Abuja, before his posting to Kwara.
Mr Okasanmi said operatives had been drafted to the area to rescue the victims and arrest the suspects.
The police said the suspect had confessed under interrogation of conspiring with two others to kidnap his father.

The police said hoodlums could hijack the protest, citing the violence and destruction that followed the EndSARS protest of 2020.
Tobiloba Daniel and his suspected lover, Arewa Abayomi, were found dead in Mr Daniel’s off-campus hostel room.
“All would-be lawbreakers are advised to pack their loads and leave Kwara,” the police stated.
The spokesman said the suspects confessed to the crime during interrogation.
The suspects had attacked one Mohammed Usman and his wife, with several matchet cuts inflicted on their heads and bodies.
The police said the rescued Chinese is currently undergoing medical examination to ascertain his state of health before his reunion with his family.
