He emphasised that the amnesty symbolised both a pardon and a fresh start.
The minister, however, said that security was a collective responsibility for all Nigerians, urging all to put their differences aside and team up to fight it.
Asked if he will raise human rights concerns during the visit, Vatican spokesman Matteo Bruni cited Francis’ frequent calls for religious liberty and interfaith dialogue.
