NPA says 36 ships with petroleum products, food items and other goods are expected at Apapa, Lekki Deep Sea Port and Tincan Island Port in Lagos on Tuesday.
He described the 2025 performance as a transformative phase for the maritime industry.
Twenty two other ships are currently at the ports.
According to the document, 11 of the vessels were waiting to berth general cargoes.
The development followed a working visit by the deputy comptroller-general in charge of ICT, Oluyomi Adebakin, to the scanning site at Apapa Port.
According to him, the lack of strict control had enabled drivers to clone plate numbers.
The NPA said the ships will arrive in Lagos from November 10 to 12.
The controller said the system employs electronic seals and handheld devices to track containers.
Mr Lawal said the entire ETO system was reviewed to align with the best operational standards globally and to address past inefficiencies at the port.
The Nigeria Customs Service (NCS) collected N1.172 trillion in revenues from Apapa port in 2023.
