According to the president, the federal government is addressing the challenge through a coordinated and multi-pronged strategy.
He said it will promote a justice system that is not only effective but also humane and inclusive.
Mr Fagbemi, who signed the agreement, said the initiative was a transformative stride by the government to end cybercrimes in the country.
Mr Ibas was appointed by President Bola Tinubu to be in charge of Rivers State for six months.
Mr Fagbemi’s statement, which has no basis in the Nigerian Constitution, came a day after Mr Tinubu ordered the removal of Siminalayi Fubara as governor of Rivers State.

He urged the U.S. to continue demonstrating cooperation and understanding in other pending repatriation cases.
Mr Fagbemi said that he was equally aware that the court had remanded the defendants in detention centres and adjourned the case to January.
Mr Adebiyi said, “It is necessary to define our roles and limits and avoid breaking financial, procurement and administrative thresholds.’’
Mr Onanuga said that the Federal Government was not under any contractual obligation with the Chinese company.
