Mr Ogalla gave the charge to members of Junior Course 97 of the Armed Forces Command and Staff College at a graduation ceremony.
He said Nigeria could not afford to maintain the status quo when warfare had transformed quickly alongside rapid technological development, thereby impacting the means and methods of warfare.
The tour had 73 participants of the ranks of lieutenant-colonel, colonel and their equivalent from the navy and the air force.
