He called for an immediate ceasefire in Gaza and a return to negotiations to end the war.
The Palestinian government also called on the UN to take immediate steps to protect UNRWA institutions in East Jerusalem.
Also, on Sunday, the Palestinian militant organisation Hamas released the first three Israeli hostages as part of the ceasefire agreement.
In January, there was an initial ruling on the genocide case where the court ordered Israel to restrain its attack in Gaza.
Some 110,000 people have left Rafah in the south of the Gaza Strip since the Israeli army started advancing on the city.
“Israeli residents set fire twice to the perimeter of the UNRWA Headquarters in occupied East Jerusalem,” Philippe Lazzarini said in a post on X.
The hearing, which began on Monday, is expected to close on Feb. 26.
After their release, the Palestinians are to return to the places where they previously lived.
