The governor disclosed this during his inspection tour of the dual carriageway spanning Ikwerre, Emohua and Ogba/Egbema/Ndoni LGAs of Rivers, on Wednesday.
He stated, “The South must complete their eight years. It doesn’t matter which party we belong to give Mr President the needed support to succeed.”
The troops also immobilised 91 cooking ovens, 24 reservoirs, 17 large dugout pits and 96 storage tanks in the sites within the period.
The governor said the award was in recognition of Mr Daniel’s academic excellence and for being an inspiration to other disabled persons.
The cause of the accident was not immediately disclosed.
The police said several participants who sustained injuries in the stampede have been transferred to the hospital.
