The accident, in which at least 15 people were killed and another 18 injured, occurred on Wednesday evening for reasons that remain unclear.
Mr Metsola said the EU reached a landmark agreement on a new set of rules to manage migration and asylum.
Poland, supported by Hungary, called for revising plans to reform asylum rules in the European Union.
