FRSC blamed death on ignorance, greed, and disregard for safety warnings.
This was announced in a statement by the FRSC spokesman, Olusegun Ogungbemide, on Wednesday.
The FRSC has appealed to the Nigerian public to comply with traffic laws and regulations to reduce the high rate of crashes on the roads.
Mr Ogungbemide called on transporters to adhere to safety regulations and avoid the practice of mix loading.
He said 15 people, all male adults, were involved in the accident.
The water level had continued to recede at the flooded portions of the road in Koton Karfe, Kogi.
