The chairman of the commission, Darlington Eyo, disclosed this during an interactive session with journalists in Calabar on Tuesday.
He said the 10th Assembly had surpassed the achievements of the last three assemblies in the state.
Mr Otu announced this on Wednesday in Calabar during a visit by members of the Cross River Land Cluster.
According to him, the appointment of the new chairman is for a period of two years, effective from June 21.
He said that the situation must change for the better.
“At this stage of preliminaries, we are trying to identify the areas of leakages and the likely causes and what has made it possible.”
He said that the budget was about N96 billion higher than the N250 billion submitted to the state House of Assembly.
Mr Otu maintained that they would go back to the drawing board to see why some of their members were not being paid.
Mr Otu disclosed this on Friday in Calabar during a media parley in commemoration of his first 100 days in office.
