The files were also expected to clarify decades-long controversies regarding Mr Tinubu’s background, including the name, age and gender under which he entered the U.S.
Beryl Howell said the transparency activist did not adequately justify his request for an urgent hearing on his motion for expedited release of the Nigerian leader’s files.
The agencies have been summoned to appear in court to show course why records relating to a Nigerian president were deemed unusual to be released to the public.
