Mr Emmanuel noted inconsistent compliance among operators.
He directed all operators to resume normal services in line with their approved schedules.
The training commenced on Monday and is expected to end on Friday.
The LASWA’s general manager, Oluwadamilola Emmanuel, confirmed this in a statement on Thursday.
“Water hyacinth, an invasive aquatic plant, has long been a major issue on Lagos waterways,” said a passenger.
“Rescue effort is ongoing as at the time of issuing this statement.”
Residents of the state were asked to stop indiscriminate disposal of plastic into the ocean to ensure better quality of life for both human and aquatic lives.
Recently, 17 bodies of passengers without life jackets were recovered along the Mile 2- Ibeshe route in Lagos after their boat capsized.
The Lagos government accused the boat driver of breaking waterways rules by sailing late in the evening without providing passengers with life jackets.
The four bodies, part of passengers in a W19 fibre boat carrying 16 passengers, were recovered at Mile 2 on Saturday.
