The VP said the Pulaku Initiative is a national commitment to confront threats fuelling distrust and conflicts.
Mr Kaula said the gesture was part of the resolve of the state to collaborate with federal authorities for the development of the state.
The minister tasked the committees to work diligently and deliver their recommendations within eight weeks.
They also called for a review of land charges to empower more people with ownership while advocating for population control among low-income earners.
Mr Gwarzo made the commendation at the closing of the 12th meeting of the National Council on Lands, Housing and Urban Development.
“If we have a proper land administration, we are going to unlock nothing less than 300 billion dollars as investments.”

Ahmed Musa-Dangiwa, Minister for Housing and Urban Development, made the disclosure at an event in honour of his appointment by President Bola Tinubu.
The minister said increasing access to decent quality and affordable housing for all Nigerians was a major priority of the government.
“To meet the housing needs of Nigerians, we need to build about 550,000 new homes per annum over the next 10 years.”
