The minister said that about 1,142,783 potential beneficiaries were registered across the 774 LGAs, with 19,155 potential beneficiaries registered in Ondo State.
The governors alleged that the nonchalance of the regime further plunged Nigerians into poverty.
Mr Adam said that the programme was so far able to reach 609 local governments, 6,272 wards and 48,789 communities.
The disbursed soft loans were to vulnerable and low-income groups engaged in commercial activities in Niger.
Beneficiaries could receive up to N300,000 as a loan.
The minister is to coordinate with the ministries of environment and transportation as well as state governments to develop the plan.
The programme was designed for vulnerable and low-income Nigerians involved in commercial activities.
The regime says the grant will improve beneficiaries productivity, create wealth, and generate employment.
