The electoral commission said it would apply the laws without fear or favour to ensure free, credible, inclusive and transparent election come February.
Mr Agboke made the call during his advocacy visits to electoral stakeholders in the state on Wednesday.
The official told the court that the said documents were with INEC headquarters in Abuja.
The electoral body said most of the registered voters “have refused to collect their PVCs.”
The REC said that some registrants were not aware that they did not need to register again if they had done so before.
However, the INEC official warned against double registration, noting that anyone caught would be prosecuted.
Oyo State INEC resident electoral commissioner said its official were not part of a parallel congress held by a faction of the PDP at Jogor Centre.
A total of 19,135 people were said to have physically registered during the first phase.
