Mr Babafemi said both suspects top the list of arrests made by operatives of the NDLEA in nationwide interdiction operations.
Mr Babafemi said this came on the heels of the seizure of 10,000 pills of tramadol from another suspect on Wednesday, July 9.
The NDLEA spokesman said the suspect was arrested on Monday, June 16, based on credible intelligence.
At Maiduguri Airport, NDLEA arrested two businessmen, Ishaku Abdullahi, 30, and Buba Usman, 32, at the domestic arrivals hall.
Mr Babafemi also said 5.1 million pills of opioids, especially tapentadol 225mg, worth N3.5 billion were recovered.
He said the illicit drugs worth N2.1 billion in street value were intercepted in one of the containers watch-listed by the agency based on intelligence.
NDLEA chair Buba Marwa commended the officers in Lagos, Kano, Abia, Benue, Osun and Edo commands for the arrests and seizures.
NDLEA spokesman Femi Babafemi said in a statement on Sunday that the drugs weighed 63.75 kilogrammes.
He said the NDLEA operatives had discovered the illicit consignments in her boxes while attempting to smuggle them into Nigeria through the Lagos airport.
