Mr Salako and his co-conspirators allegedly stole close to $6 million from various government departments within one year of operation.
Tens of millions of voters across the country had already cast their ballots early.
In May, the FCC proposed a fine of $6 million for the originator of the call, a political consultant.
They questioned the response of the government to several appeals made on the issue.
