NDDC has presented award letters to 189 successful candidates under its Foreign Postgraduate Scholarship Programme for scholars in Niger Delta.
The NDDC boss said the commission decided to take the challenges and prospects of the Niger Delta region to COP28 to elicit the right actions.
Mr Ogbuku said investment in the youth would make the Niger Delta the hub of engine conversion to outsource to other parts of the country.
The report, he said, also covered nine selected states Akwa-Ibom, Bayelsa, Delta, Gombe, Imo, Kano, Nasarawa, Ondo and Rivers.
According to him, some of the IOCs are making their money in Nigeria yet failing to make their contributions to the commission.
Some parts of the road, which are in deplorable condition, are abandoned.
President Bola Tinubu on Tuesday directed an immediate plan of action to stem the tide of impending flooding across the country.

According to him, they have visited Rivers, Bayelsa, Akwa Ibom, Cross River, Ondo and Edo.
