Mr Elemide praised Mr Adeola’s track record in public service.
The minority leader of the Ogun House of Assembly, Lukman Adeleye, and five other lawmakers have defected from the Peoples Democratic Party to the All Progressives Congress.
He also advocated improved and timely funding for primary health care centres.
He said land grabbing cases accounted for most petitions received.
Mr Elemide directed that a clean copy be forwarded to Governor Dapo Abiodun for assent.
Mr Abiodun noted that infrastructure would gulp 32 per cent of the budget at N526.15 billion, and education taking N275 billion, representing 17 per cent.
He urged civil servants to remain focused and committed.
The lawmaker said the gesture was to encourage the students to excel in their education.
He said the business mogul has commenced the export of products from the petroleum refinery to other parts of the world.
Mr Tella noted the bill would promote public order by regulating scavenging activities to specific hours – 8am to 5pm.
