Ms Mahmoud said that the fuel subsidy removal had a ripple effect on transportation, inflation, and an overall burden on the citizenry.
The minister said the owners’ rights to the lands were revoked because they failed to develop them in contravention of the Land Use Act of 1978.
The minister explained that the project would be captured in the 2024 budget of the FCTA.
He pledged that the rehabilitation would be completed in 12 months.

Traders from Abuja markets on Thursday besieged the FCTA headquarters, demanding an end to the leadership crisis.
The Federal Capital Territory Administration (FCTA) has begun auditing remittances of monies deducted from workers’ salaries from 2010 to 2022.
The committee comprised security chiefs of the FCT, Benue, Kaduna, Kogi, Nasarawa, Niger and Plateau States.
Mr Adesola said the authority had provided between 20 and 30 floodwater covers and one to three manhole covers within a kilometre.
“All the praying grounds will be covered. The DPO and area commanders have been alerted.”
FEMA has said that more than 116 houses were submerged at the estate following a heavy downpour.
