Sixteen governorship candidates and their political parties would participate in the poll.
INEC has released the final list of 17 candidates for the council elections in Abuja scheduled for 2026.
He said that in the next two weeks, the physical (in-person) option would be at the designated venues.
He appreciated the positive response of citizens and organisations that had mobilised civic participation for the exercise.
Mr Olumekun said the decision was in line with INEC policy as the commission approached major off-cycle area council elections in the territory.
Mr Olumekun revealed that INEC would begin releasing weekly updates from next week.
The bye-elections, scheduled for Saturday, will be held in 16 constituencies across 12 states of the federation.
The Independent National Electoral Commission says its continuous voter registration will be held in 811 centres across the 36 states and Abuja.
The commissioner said 303 persons with disabilities registered while 207 were identified as persons with albinism.
The commission stated that preliminary data showed that women and youths were leading in the exercise.
