The observatory said the IS intensified its attacks in the desert region, noting that 387 people, mainly soldiers, have been killed since the beginning of 2023.
While the allowance is separate from monthly salaries, soldiers have already started grumbling about the poor remuneration culture in the military.

In one incident, soldiers severely beat eight children ages 6 to 16.
The police and army have agreed to set up a commission of enquiry to look into the real cause of this incident.
The state police spokesperson, Abdullahi Usman, who confirmed the incident, said efforts were ongoing to ascertain what transpired between the deceased and the military personnel.
Even if voting eventually were to occur in many places, violence could have such a chilling effect as to mar election administration or deplete turnout.
Mr Hassan said improved funding of security agencies had become imperative given the current security challenges facing the country.
