Ms Ejire-Adeyemi explained that preliminary investigations provided useful leads regarding the activities of criminal gangs operating within the metropolis.
The command said two suspected members of a notorious and deadly cult group linked to the attack have been arrested.
The command stated that there would be no preferential treatment, exemption, or special consideration for any individual or organisation found contravening the directive.
According to the command, the suspects reportedly resisted arrest.
The command said the assailants inflicted injuries on the victims and forcefully dispossessed them of their motorcycle before fleeing the scene.
The command added that the suspects were assisting investigators with valuable information aimed at rescuing victims believed to still be in captivity.
She said the operation followed credible intelligence leading to a raid within the Baruten LGA of the state.
The attack occurred on Saturday night.
