The governor also assured the corps members of their safety during the three-week orientation.
The approval was announced in a statement by Sagir Musa, Commissioner for Information, Youth, Sports and Culture, on Thursday.
The governor also restated his commitment to improving the welfare and well-being of civil servants.
He called on workers in the state to reciprocate the gesture by dedicating themselves to duty.
Mr Musa said the gesture was to cushion the hardship people faced due to rising cost of food in the market.
The equity fund is for provision of free primary and secondary healthcare services to the poor for a year.
Mr Musa said the government had also suspended the desk officers of the programme in 27 local government areas of the state.
Mr Musa said the state government also approved an increase in beneficiaries in all 27 local government areas from 150 to 200.
Mr Musa said Babura and Kafin Hausa LGAs would have 150 units each to address accommodation problem in the areas
Musa said that the money would cover tuition fees, accommodation, application fees and foreign support services.
