The humanitarian community has provided life-saving assistance to more than 970,000 people.
On Friday, the United Nations Security Council would vote to end a political mission in war-torn Sudan, diplomats said.
The crash occurred on the 100th day since fighting broke out between the army and the Rapid Support Forces paramilitary group in Sudan.
A report said people trying to flee to neighbouring Chad were shot at and killed.
“They also agreed to allow the unimpeded movement and delivery of humanitarian assistance throughout the country.”
The fighting in Sudan has reportedly killed over 500 people and left over 4,000 others wounded.
He said this includes making sure that in the event of a war in foreign countries, their citizens are protected in whatever way possible.
