President Volodymyr Zelensky said Russia lacked the strength to mount large-scale new offensives, citing heavy troop losses after more than three and a half years of war.
Russia struck sites across Ukraine overnight with drones, rockets and cruise missiles, with energy facilities as the main targets.
Five tower blocks and an educational establishment were destroyed, the police said.
In total, Russia attacked Ukraine with 24 drones overnight, targeting the north and centre of the country, according to the General Staff in Kyiv.
The UN warns that no fewer than 6.5 million people are now internally displaced in Ukraine in two attacks on health facilities by Russia.
However, just hours before that, at least 21 people, including two children, were killed in Russian airstrikes on the town.
“In some localities, residential buildings were bombed,’’ Mr Zhyvytskyisaid in a statement on Tuesday.
“Ukrainian internet access is also highly likely being disrupted as a result of collateral damage from Russian strikes on infrastructure,” explained the MoD.
