The operation, conducted last week, also led to the recovery of over 50 luxury watches, including at least two Rolex varieties, from the former military commander.
The former Chief of Army Staff said more military bases were needed in the army and other security services.
At the conferment ceremony in Saki on Saturday, Mr Buratai enjoined Nigerians to continue to live in peace and unity for mutual coexistence.
The group said the call for Mr Buratai was borne out of the security challenges facing the country.
Mr Buratai said that Mr Buhari had laid a foundation for a new Nigeria.
The centre would serve as a command post, situation room, and operational briefing center for the army.
“I would like to utilise this TBRC platform to emphasise that now is the moment for us to turn within and devise home-grown solutions to our unique difficulties.”
Since coming to power, the Buhari regime has sponsored several bills in an attempt to gag the Nigerian media.
