Mr Sulaiman made the call on Thursday at the third NILDS/University of Benin orientation ceremony for more than 200 new postgraduate students in Abuja.
He said he played a pivotal role in the establishment of the Midwest Institute of Technology, which later evolved into UNIBEN.
President of the forum, Solomon Arase, a former inspector general of police, gave the charge at the formal unveiling of the BCF at a dinner on Sunday night.
