Santaco denied rumours that the closure was lifted after talks with the regional authorities.
In a press release, the chairman of the ECOWAS Authority of Heads of State, President Bola Tinubu, said the summit would be held in Abuja.
The foreign office spokesman said sanctions and national or international prosecution are possible steps to be taken if a violent act is taken against the president.
